if you ask to talk to port 21, and your isp blocks all attempts at talking to port 21, then you cannot talk to port 21.

If they block all traffic to a port, then all traffic to that port gets blocked

some mail servers work around that by listening on multiple ports

but you have to check the mail server's configuration to find that out
