Take two different CPUs, 2nd and 3rd generation i7. One is 32nm, one is 22nm. 3rd generation one is obviously faster, even if it has almost same frequency.

For example, 1.5GHz ARM CPU is roughly as powerful as 1GHz x86 CPU (generally).
MIPS is probably the only meaningful way to describe how fast a CPU is.
