It's not actually a defect. Just confusing hidden indirection.
But there are proposals to change std::function, partly in that regard.
Make it a functor with a reference member. Same deal. The fibrin object is properly bitwise const under the call though. So the const promise stands.
It doesn't, because it's not safe for concurrent calls.
But if you're calling external code, all bets are off anyway.
