Such as "does he know all the stuff that's associated with computer science, rather than with programming, (2) it gives a hint at whether you're able to see things through and finish the things you start, and (3) because employers get a lot of applications, and it gives them a way to apply a rough filtering to avoid having to interview two hundred applicants
"This shiny paper" does mean soemthing. It just doesn't mean "I'm good at programming"

If you're on windows you can use VS express, or whatever it's called, for free. On unices you have G++ for free, you don't have to use 20 year old compilers.
