The thing is that there are a lot of things which are just really really weird, from a semantic point of view. for starters; given everything that compilers must implement in order to support modules, why can one only use import X in global scope?

@Xeo here is another way of adding state, in short; inherited constructors are implicitly defined when they are ODR-used, but things in an unevaluated operand are never ODR-used - this means that one can query if it has been given a definition without actually implicitly defining it.

@Ell why wouldn't you? given the complexity of the system, importing things in namespace-scope (or even local) isn't that far-fetched - and it even make sense to allow for such usage. Always being forced to "pollute" the global scope suffer from the same problem as a lot of things having to do with the preprocessor
