correct me if im wrong, if you want something like compile time fibonacci (dumb example) you can either do a template or constexpr. but constexpr is more readable

And yes, GCC can fold constants over inlining boundaries.

There are a few corner cases where you might want to compute some integer for use as a template parameter, but let's face it, that doesn't warrant a feature as complex as constexpr (ask compiler writers).
