@Crowz ok, well, the idea of truth tables is that you show the outputs that you want from the system, so think in terms of binary, for '13' you will need 4 output pins, and to get to 13, you need 6 numbers. so start there, six columns, 4 rows, fill out what needs to be on/off to give each numbers. (maybe an extra row/column for headers)

you only have on 'input' the clock, to tick over to the next number. you have four outputs, for the binary number.

@Crowz think here, you have 4 outputs (I trust you see why) and 7 'states' (1,1,3,5,8,13 again, I trust you can see why). So make a table that maps that four outputs to those 7 states.
