Oh, I love the Codex stuff. But isn't there uhm, the British guy narrating?
The secondary Codex was text only.
The good thing about text is that you get more lore. Voice acting goes by the hour in most cases, in AAA.
 
I liked the way that Fallout 1 & 2 did things: have voice acting for major characters, then just text for most other interactions.

It gave the game more flavour whilst still allowing them to write as much dialogue as they wanted.

I want reasonably efficient (eg not XML) but not necessarily the most efficient. One desirable quality is the ability to specify the format in a simpler manner than all-binary.
For instance if I was to use sqlite I could just say that the spec is the database schema

I think only a headshot will drop the victim on the ground immediately. Police is trained to shoot to kill, center of mass, chest. Also, massive internal injuries.

It's a bit terrifying, you don't even realize you've been shot for the first few seconds due to adrenaline.
