To answer your question about how it will solve problems seen on SO, it will for first change how the vote algorithm works (ever heard of more efficient voting algorithms such as AV?), have a system where you can ignore an user instead of banning him and let other people "follow" your ignore list. There will be no barrier to join (if it was set public by the room owner) and create a chat room.
