Ok, maybe we should just have a central government to which every country contribute with a voluntary army (to protect ourselves from aliens or whatever), and then each country can only ever have a police force of small size. And everybody can travel everywhere and laws are pretty much unified.

Every new generation is much less likely to start a war I believe
