The problem with the frequent user list is, that even if we had a dozen NA users here, and they were all active, the moment the European regulars come on and the NA ones go off, the frequent user list will switch over completely (I think)

Currently we could consider the whole thing as not to be an issue, because at least two European owners have volunteered to give up their seat in the council in favor of two non-Europeans. So we can keep to the strictly by frequency rule with the amendment "unless some higher-frequent user gives up their spot".
Given that the granting of ownership has always been a thing at the discretion of the current owners, we can assume those two to be the best candidates and just hobble along with only one amendment.
At the end of the day, I really don't give a damn as long as this room stays a lounge, rather than some kind of formalized hierarchy with nominations and elections and thick rule-books and appeals and bickering over something as utterly pointless as room ownership.
