hey, I need to do a mobile app for IOS and Android, what is the most rapid / cheapest way currently to do it :? Specifically I need to be able to take photos, alongside with comments, with location tagging...
... and it needs to be used in a place where there is zero network coverage, so a mobile website will not do.

You can probably just use Phonegap with a service worker. And just to let you know -- it will suck, but it will be fast to develop
