@JanGreve Thing is, this doesn't need fixing. You're targeting the wrong fix. It's not that H&I needs an Unsalvagable button, it's that Triage needs to clarify what "Needs editing" means.

H&I is supposed to contain posts that you can edit into shape. Not posts that are close-worthy

I agree with Tunaki that the problem arrives from Triage but I can not see why not do more then only edit or skipping.... since you are already reading the question...

people should skip in that case. But skipping doesn't count towards a review, so the badge.....

but since that sends back the posts into triage (I think), it gets misused again, starting the circle of hell.

It does raise a flag. And they were declined in your case, probably because the posts was "Looks OK" in the subsequent Triage. Or maybe "Needs editing" also declines the flag.

What is we base64 encode the image, then posts a chat message for every 1000 characters, and then ask @Tunaki to reconstruct the image that way? No firewall can block that without blocking the full chat
