Basically: All flags fit for garbage (VLQ, NAA, Rude) and if it's from a new 1-rep unregistered user then SPAM flags also fit as it's probably spam probing

There's this question: http://stackoverflow.com/q/35244940/5067311 . Originally mistagged as C, bunch of downvotes and 4 unclear close votes. Got retagged, became a simple MATLAB question with a reasonable dupe target. I'm worried that if I flag as a dupe, the 4 unclear votes will win and it won't be closed as duplicate. What should I do?
