If i would hire you for a significant project, I'd totally agree with fixed price for chrome+ff+ie9 ... and then pay by the hour for making any older IE compatible
meaning that you can seriously negotiate the hourly part
anyone who has ever used ff or chrome after using ie8- knows that it's crap so you can sell that easily
