CMake seems to be the most cross-platform friendly and the most generally user-friendly out of all of them.
@rubenvb: With Cygwin and MinGW. Though I have resigned on actually detecting anything with it on MinGW; I just use predefined set of features on Windows instead.
They even give you an easy-to-use GUI.
