I would have to recommend VS, though - unlike others, it is specifically made FOR windows, and I think its compiler supports C++11 better than minGW, but don't take my word for it. That, and if you want to develop Windows only stuff, odds are it will be easier. Potentially C#, but defiantly don't take my word on that.
