@Rapptz If nobody's leeching then nobody can be seeding to leechers. Note that this is as distinct from "prepared to seed". Presumably that's what he's going on about.
 
If you had 1 seeder and 7 leechers it's going to be slow
 
if you want to have higher than 1, somebody else has to have lower than 1.
obviously too many leechers can be a problem but leeching in general isn't problematic by default.
