I believe that in order to be cheating, you must be changing the core gameplay, and since in Candy Box you can receive as many lollipops as you want for no gameplay, then using the debug console instead of waiting is the exact same mechanic.
 
Come to think of it, that definition isn't perfect, because, for instance, using a map hack in StarCraft 2 is clearly cheating, yet you're not changing any state, just reading it.
