Imagine RAND_MAX is 100 and x is 10. Then you can get ten 9s (9, 19, ..., 89, 99), ten 8s (8, 18, ..., 88, 98), ..., ten 1s (1, 11, ..., 81, 91), and eleven 0s (0, 10, ... 80, 90, 100).

The loop you're using is basically discarding that eleventh zero.

I'm not surprised though. Android is one of the biggest tags on SO, but the vast vast majority of them are complete shit. (I have a classmate in that tag, and he is says it's really bad.) A lot of those shit questions end up in the chatroom.
