Quite frankly, I refuse to fear and reject a religious group on the basis of what its most radical members believe. I refuse to accept that refusing entry to all members of that religious group is an acceptable act, when much of the violence is perpetrated by parts of the religious group's extremists against other members of the same religious group, and I also refuse to accept the idea that following the extremist's narrative of the world will in no way benefit the extremists.

This source indicates that there is room for abuse of the forms. They only require that a person indicate intent, no matter the duration they've left. My experience in bureaucratic environments is that there's more than a little leeway for managers to enforce their... creative interpretations of policy.
