it takes new svn commits and fetches them in your local git repo

most wrenches do not have a max torque setting
 
in a modern bicycle pretty much everything has torque specified
you typically buy those wrenches as a separate thing

@thecoshman and no, rebase is used when you want to keep using svn, but have a local git repository. This way, you can work with git, push your commits with git svn dcommit, get the changes with git svn rebase, etc. That's the original use case in mind
