alternatively, I guess the question to ask is, why is he doing refactoring if the team as a whole feels that it is unimportant
maybe they're right, and he should just throw his changes away. If no one else thinks they're important, then... maybe they aren't
If someone else thinks they're actually important, then they'll have to throw their authority behind getting people in line so the changes can be merged
