Practical exam costs ~€100 here, and after 2 failed practical exam you have to do the theory exam again, which also costs ~€100. So it's better for you to be prepared.

Here you can drive with a qualified driver (IIRC 3+ yrs, full licence) as soon as you have your provisional licence. You may apply for a provisional licence as soon as you are 17 for a small fee with no further requirements.
