std::codecvt_utf8 can allow you to read char32_t then. Technically char16_t too but don’t do it, it’s UCS-2 crud.

Whenever you use an std::basic_(i|o)stream<charT> you read charT units. But the underlying thing is all bytes. The codecvt is what read and interpret those bytes as charT appropriately.

An alternative is relying on the system using wchar_t for UTF-32, since you mentioned linux. The stock locales will work out of the box.
You can sprinkle a static_assert( sizeof(wchar_t) == sizeof(char32_t), "" ); on top if you want.
