Listen, it's up to you and your manager to increase/decrease your salary. if they don't want to pay you because of budgetary reasons, then either find another job or wait until they make money. Advising ways to increase budget by cutting other employees pay is ridiculous no matter how bad they are at their job. If one of my employees requested that I cut other employees pay because they felt like they deserved more money my view of them would do a 180.
You should find a different job
The fact that you are willing to backstab other employees like that also makes me think that your ability to work with them cooperatively might be sabotaged by your own bias

we have a discussion about a new tax rule interpretation at our company, that a fraction of our payment (non-compete obligation) is considered feudatory or not. The result was it's feudatory, and we should share the weight, because both employer and employee suffers. The company would pay half of the extra tax for us. Still. It's our payment. 9.25% of the fraction of our payment makes many of us rebel.
