Given the wording of the other sentences, that must mean something other than that the moderator will "abide" by the "additional guidance given by members of the Stack Exchange, Inc. Community Team and Senior Leadership Team".
And what is up with the "3 seconds between opening the flag dialog"? I hit that all the time when I can't decide if I want to flag something or not. Is that even something that hits the server? Why would that need a limit.

But yeah, the flag dialog is actually loaded upon request and returned by the server, so it's rate-limited. I'm not sure why this is the case, rather than just sending the HTML for it with each page-load. Presumably at some point someone thought that it was an optimization that would reduce the size of the data sent with each page load?
@CodyGray Yeah... I don't really know what's happening with that now.
Oh also the number of remaining flags/close votes is also on that dialogue. Which can change even while on the same page when flagging multiple posts or comments. The remaining number of delete votes is shipped with the page and it can be super confusing because the number of remaining votes can become incorrect when voting to delete multiple posts on the same page or across tabs.

I wasn't particularly passing any comment whatsoever on the actual design decision. I was only responding to the question of why they might be fetching it from the server instead of shipping it with the page.
I generally agree that it's a poor user experience for many users. I also don't have any idea why it would be subject to such specific rate limits. Other than the "we want you to think about each flag you cast" thing I've seen float around a few times people bring up reducing the limit. (Which I find to be a ridiculous argument, because how long I need to determine something is flaggable is certainly < 5s in most cases)
@Makyen Sorry, very tired. My musing should be more explicit. I was surprised that the chat messages weren't auto-deleted as I nuked the posts, since I waited for them to be reported before nuking them. It seems the deletion watcher isn't aware of the deletion, since the deletions aren't showing up in MS either (e.g., metasmoke.erwaysoftware.com/post/373744).
The "poof" was a lazy way of testing if there was a bug with chat message deletion again, which it confirmed that there was not.
Unfortunately, that's about the limit of my ability to troubleshoot the problem.
Technically, I did not actually check that the MS report was created before the nuke hit; however, I was slow enough that I'd expect it to have been for at least one.
Well, it did work for 1. Given the information we have, I'd suspect that the issue is in the allspam command. At a guess, allspam isn't passing the posts to the DeletionWatcher, but I haven't looked at the code.

Hmm. If you just want to ask what you can do to make it better, then I suppose that's OK (but I'm not one of the Room's Owners). It's just that actually asking for any of us to actually reopen it is not allowed.
I've reviewed a couple of your other questions. I see that you've used python in the past. If you're creating the webpage in question with python, you need to let us know what python module (ie django or whatever) to make the webpage.
You also need to provide more details on exactly how the page looks currently and how you'd like it to change.

@cocomac The term "lulz" is frequently (though not always) used by those (trolls) who think it's funny to post offensive or rude comments, etc. So, probably, an R/A flag may be warranted ... assuming our mods understand urban slang.
... at the very best (even with my "be really nice" and "be naïve" hats on), it should be a comment on the top answer.
