There is a 'school of thought' (or 'caucus') on SO that - IMHO - is overly eager to cast close votes, when a comment, downvote (or even an edit) would be a better option. But that's asking a lot of the big guns.

@IanCampbell I think the hardest part would be finding closed questions that are salvageable and could be transformed into a useful question in the future.
@RyanM Fair, I usually find them in the reopen queue.
Also, before the recent changes to the reopen queue, I'd have had relatively little faith it'd get reviewed before being roomba'd.
The reopen queue is probably a decent place to find them.
And on that note, I'm going on an actual run. I'm not coordinated enough to read chat and run at the same time.

i guess in some cases it's just hard to describe what exactly is wrong with a post. not useful is... super broad, and covers a lot of the potential reasons in a way that isn't useful
like, if i come across a post with a title that's just awful, a question that's hard to follow but isn't necessarily unclear, a post that clearly needs some help, there's no button for that.
you could downvote it, or close vote as unclear (or both), but none of those things promote it being fixed

Sometimes "edit" works. I've certainly had cases where simply cleaning up the post caused people to retract CVs, or to reopen a closed question.
edit is the ideal solution, but i'm not very comfortable editing.
an edit is what is needed
the problem i run into with editing is, i already know the answer, and the best terms to use to find the answer. I don't know the terms someone who doesn't know the answer would use
especially when the question is "How do i x" and the problem "this error occured" that is completely unrelated to "how do i x"
Yeah, it can be tricky at times. Sometimes it's fairly obvious what edit to make. At other times, not so much.

I don't know if moderators have this knowledge. The system suspended you based on your previous contributions. The only way is to go through them, edit to improve them and make sure to learn from mistakes. You get a chance to ask a new question every 6 months as a chance at redemption.
Alternatively you can gain enough rep through other means (like answering)

@manro I've looked at some of your questions (Q) some days ago (now deleted) and those Q appeared way to broad (need more focus) or unclear to me. Most of those broad questions already have answers, so if you improve your search engine skills, you 'll find the answers, without needing to write a new Q on SO. The situation is the following: I have created a post, which was basically closed after a short time as a duplicate, since a better explanation of the context / scenario was needed, my post has a much more complex context unlike other answers that I found that appear similar, and previously exist on the site.

even the ones I found can solve my situation, but I consider that it is not the best way for my scenario; since what they suggest is clearly what you indicate that you wanted to avoid. the situation is that I found another method to solve it; and request the re-opening to be able to offer the alternative; which was so frowned upon that I received a total of 11 negative votes in a matter of minutes.

I think it is not fair, a question can have more than one solution; maybe depending on the scenario one solution is more valid than another.

Generally for your edit, you should try to make clear why your post is not a duplicate, rather than editing in the answer. You can also make multiple attempts to submit for reopening.

@KevinB It may be controversial, but I use Typo closing when an OP asked how to fix their code (reference my earlier comment... #1 - "a plea for help") and the solution is already demonstrated in their own snippet in the question. It's a "facepalm question". They already know how to solve the problem, they just failed to implement the wisdom that they already have. This type of justification does not apply for #2 questions (a canonical).

Let me put it this way… if your post was reopened, and you posted your answer, it would still be better long-term to have your answer merged into the duplicate.
Your answer will help more future devs there, as the solution to your problem is also a solution to theirs
You can bypass that whole process by just posting your answer there
