How to do this you guys know much better then me, my key suggestion is: When closed by SOCVR room (3 or more?, last vote? you decided the rules), someone (last voter?) pass a comment that indicated what has happen (not related to the close reason) and how the SOCVR can help the user (a faq with link to chat?, that he can ping a user on posted comment? etc.). The main positive effect is transparency and improving SO in general.

To tell the truth there is not a lot of pinging....but you know better than me... maybe with faq in the middle (and may are 1 REP user, hence can not join chat).
