That depends on the volume, and I don't see anything wrong with it in the case there aren't tens of thousands inserts a minute.

i) You never want to be scanning a table for the number of contents in it. It will involve an index lock that will block further inserts.
ii) You don't really want to have one controller doing two completely separate bits of code. One bit of code to add people, another bit of code to send out emails.
iii) And imho it's reasonably likely that there would be many inserts at once e.g. if the charity was sending out a 'click here to register your support' email to it's contact database.

Though I don't think he wants to scan the entire table on every insert, unless I've misread.

Aren't there any student networks (web site, or chat rooms that are massivly used) in every big university? We had one but it has expanded to other universities and now it is paid web site. I have one but I cannot decide how to redevelopit, to use a framework or not to use?
I would use ZF2 but it is too much abstract for me.

Often if you really want to advance in something you wouldn't do both. At least that is my experience (meaning that I do not know a lot of people who are good in both)
