I already tested it. The discrepancy I speak of refers to the differences between my database's sum and the sum reported by Open Secrets
also, that "small discrepancy" can become quite significant if you do something like:

or i you decide to group by year and month
the smaller the interval, the more significant will the discrepancy be

on the other hand some other organizations receive TONS of money from Mercer. Even though their total percentage of money from Mercer they are composed of is less they still get a lot of money.
so I want to graph all this stuff
to try to see what is going on in Mercer's head
Who gets the money? How dependent on Mercer are they? How much money does Mercer give them? What do they do with that money? And how does this all change over time? That is what I need to graph.

Ah I don't know of any specific tools out there it would also depend on the format of your data. You could make something that would give you all the information you need and then from there you could make pie charts, etc.. easier.
