I'd say it depends but if it makes the code clear and not be there just like an empty else then it'd make sense, at least to me
whenever I spot an if it's noramlly a sign there's a problem with flow in the code
if an if requires an else it's perhaps more expressive and would make it more important to think about it - hence a (suggestive) code style issue

The problem I find with trying to document them all is that intermediate level stuff that calls 3 methods needs to document that it might throw 3 exceptions....at that point I have more almost as many lines of @throws as I do lines of code.
I personally dislike the annotations as well.
Finally these are exceptional, if I document them, they aren't any longer somehow.
Also it trains consumers to catch them specifically. But I like the maybe.
Documenting them on interfaces is probably the right thing to do. As it makes it more obvious implementations hould throw an exception linked to the interface, rather than an implementation specific exception.
