@Blob Depends heavily on what you're doing with it. Basically, TN screens generally give fast response but poor color fidelity. IPS (and similar) screens have slower response, but much better color fidelity. So, which do you care about: color accuracy or response speed? If you're playing games, then go for fast response. If you edit photographs (for one example) accurate color matters a lot more.
IPS screens have good colour accuracy and it doesn't have a horrible 16ms response time.

@Rapptz I feel obliged to add that if they measured response time in a meaningful way, then anything below 1/60th of a second (~17 ms) would be fast enough. Unfortunately, since response times are usually crappy, they've invented a way of measuring ("grey to grey") that gives nicer (smaller) numbers, but isn't really informative, and needs much smaller numbers to mean performance is acceptable at all.

@Blob At least IMO, vertical resolution matters a lot more than overall size. For programming, I wouldn't accept any less than 1200 pixels vertically. A 1080 monitor feels (to me) like I've just gone back go 1995 (and the extra width does almost nothing to make up for that).
