I've been using Heroku for Phone to Chrome, and I haven't even gone over the free limit yet
 
for instance, I have 2 scripts, go.php and msg.php. msg.php will get pinged every 2.5 seconds looking for JSON that will respond that there is an update or not. go.php gets pinged every 8 seconds to determine if the user's feed has updates.
 
as long as you don't use setInterval...
 
I should probably add some logging to see how many requests it gets each day

I like the idea of using Server-Sent Events for all but IE and setInterval for IE. I do hate working around IE though.
 
You can probably find polyfills for IE, can't recommend one though.
But they're the approach to take.
