I have one Q. How to make tooltip that pops over my picture once the cursor is on the picture? Like in this scenario, stackoverflow.com/users/1460505/takarakaka once you get over the picture with your cursor, it blurs the lower part of the image? :)

@Nex I chose the program, and the program included Flash. To be honest, since businesses are slow to change, I'm thankful to be learning Flash. Although I wish we were putting more emphasis on more "future oriented" languages, it can't be helped. They're just beginning to modernize the program.

How can that work?

Wouldn't this have to assume that the browser fails to download google's jQuery immediately?
