Honestly, I don't know what sucks more, the literal interpretation of the flag descriptions, or some moderators inability to follow that interpretation which spreads the idea that the flag descriptions don't have to be interpreted literally.

People who don't know when stuff should be flagged or not, are reviewing flags, and those people out number the people who do know how to review those flags correctly.

Yeah, of course. Now the problem that you face with NaA or VLQ flags, is that to figure out if something should be flagged, you flag it and wait for it to be disputed, declined or marked helpful. Because so many people review incorrectly, you won't get an accurate representation using that method.

Some people even go further and flag things hoping that they will be handled incorrectly by reviewers, which just seems horrible to me.

Mods can see IPs that accounts are logged in from IIRC, so flag for merger, if they aren't the same user then you'll get a declined flag
