Yeah, of course. Now the problem that you face with NaA or VLQ flags, is that to figure out if something should be flagged, you flag it and wait for it to be disputed, declined or marked helpful. Because so many people review incorrectly, you won't get an accurate representation using that method.

Mods can see IPs that accounts are logged in from IIRC, so flag for merger, if they aren't the same user then you'll get a declined flag
