I haven't dabbled in the SO rules very much, but I thought that's how it worked.

I think there are other criteria involved, such as length of time with a certain bounty without an answer, but don't take my word on that.

If I want to change the layout of a web app in a way that cannot be done via CSS, from the client side. Are user scripts the only option, or is there something else?

So hey, I just realized that I'm an idiot.
A clustering and sorting algorithm I hand-wrote in Java could have been done with a single SQL query.

Well, it's been discontinued as an official Microsoft project, and given to a developer in Codeplex.
 
IMO, VSdocman is a better alternative.

There's always the risk that the documentation can become outdated or desynchronized from the code.

To be fair, though, the main reason for generating a separate document of comments, is so the documentation can be distributed without the source code.
