one could argue that downvoting is a tool of moderation as well, moderating quality

and vote patterns can be detected if they're abused, so why split hairs?

Any 3k+ user see if fishy closures are happening, any 10k+ user can see if fishy deletions are happening. With a pile of downvotes only CMs or mods can even tell you if there's a problem
