say you have 190 texs, you can create 11 layered textures of 16 texs + 1 of 14 texs.
now you have 12 layered texs : you can create another layered tex of these 12. voilà, you have a tree
there are lot of ways to deal with tree structure, you can use lists as @ddelemeny mentioned, or use dicts something like: {'value': ..., 'children': [..., ...]} or use objects: parent.append(child)
it all depends on what else do you want to do with the tree

the problem is that the layered input are created down the road
ideally all of the layered textures should be at the top
