The influx of questions to SG is limited and controlled by SE. It's limited as to not fill SG more than the capacity to review the items.
So, only a portion of the questions pass through SG. Not sure how the selection is done or what the rate is set to.

A question was dupe hammered (rightly IMO) by somebody active in this channel. OP edited to complain about the dupe, I commented explaining that it's a valid dupe and there was a bit of back-and-forth. I think they view the dupe closure as a bad thing rather than a signposting thing.

It was subsequently reopened through review by semi-experienced users (3k, 5k, and 13k rep) without any apparent domain knowledge. I think it should be re-closed as a dupe of the original dupe target.

@VLAZ I think the normal time rules would allow them to re-vote after a month or something. Is there an additional rule for dupe closure, or are you referring to the time-based one?
Or maybe that's only for close votes that have aged away, not close votes that have been successfully cast and then reversed?
I was referring to "the original dupe hammer user probably shouldn't vote to close again?" - they wouldn't be able to. By the time the vote ages away and they are re-allowed to vote, the cv-pls here wouldn't be active.
