@ryanyuyu Yeah. Especially if it gives all the tools. The course I'm taking provides it's own simulator and assembler, which is quite simple but gives all the tools required. So, I think that's not a problem for me.

Thats fine. We do not all have to agree. I just feel that since the user had other contributions that in this case it was not such a bad thing they were doing that a mod could not handle it. It was not really harming the site. Now they have been hit with a -100 rep penalty(not that it mattered in this case) and they have no communication to why all this happened.
The room tends to focus on new/impending stuff that needs to be closed quickly to prevent crap answers/questions from forming critical mass
Though there is a subsection that focuses on NATO (New Answers To Old) questions

Well new answers to old questions isn't inherently a bad thing
it's just that old questions are less likely to have new good answers (though sometimes in cases of new technologies, new answers are good and warranted)
Usually new answers to old questions are like "Here's my own personal spin on the 20 ways already posted" or something like "Try this library, it will do what you want"

and by their very nature, old questions are more likely to be off-topic today

If the edit is an addendum that augments the substance of the answer then no. If the linked content has not been expanded on within the answer then yes, reject.
The first one: definite reject. Some had "no improvement"; I see it as "attempt to reply". I judge the second the same. The editor could easily put these in a Comment...

Is such a huge edit acceptable here: http://stackoverflow.com/a/369608? The Q&A is a canonical duplicate, so I thought I would edit the answer and convert it into a more general answer. And since there are already many answers and it's a highly viewed question I though I edit the accepted answer instead of posting another answer, which would then be at the end of the list.

Since the goal of SO is to create a repository of useful question I'm half way confident with the edit, but maybe I'm alone with this thought?

Yes I think I improved it, but I always try to mimic the style of the user when I edit their posts, but since I didn't read a lot of posts from that user I couldn't do that here. I also always think that the user still owns the post to some point, even though it's posted on SO. So I don't want to step on other people's feet.
