OK, on a quest to understand SO culture, (I sometimes read meta though) I noticed some answers that wouldn't be acceptable for a million years on other SEs remain untouched here, or sometimes even upvoted. So how do you guys differentiate between a link-only answer and an answer that contains a link?
are we talking about old questions are new questions?
Link-only is restricted to answers where without the link, the answer is useless.

Unless you have some data on their profile or a written contract, you can't. It's a legal matter that's not to be solved by us as a community. Most of the crap detected by Smokey doesn't show any affiliation. If a user posts multiple times the same text promoting a product or service, whatever it may be (library, crème de jouvence, tutorial, ...), then it is spam.
