I generally try to go back to whatever revision was present when the flag was cast if I'm reviewing things as a moderator and handle based on that

I commented on a 5 year (!) old link only answer yesterday, and what do you know, the user edited it! Miracles do exist
 
If the user has only 1 post, it wasn't upvoted, the user is less than a week old, and their only post is deleted via red flag, I'm pretty confident that we don't want that user.
@TimCastelijns I usually check OP's profile to see if they were sighted recently before I ask for edits
