The reason why we close resource requests is that you can't answer them here with factual answers. They often lead to opinion-based answers or link-only answers.
@Dharman Requests for off-site resources is a prescribed reason for anything asking for, well, something that exists off-site. I wouldn't say 'can't answer them factually'... some content is just not in the right format to be an answer. Some are opinion-based (like recommendation requests), but not all off-site resource requests are recommendations
There could be only one place to find something or one tool that does something (not an opinion), but asking where to find it is still an off-site resource request, for example.

@Dharman Sorry, missed your comment. For me, it's more or less auto close if I see someone mentioning a set of libraries (like "which is best at doing this"). I guess it's a little better now that it's been edited. That's kind of what we want.
