It turns out that the tag has no description and is actually used for topic A, B and C. Should the edit be approved because of the tag's ambiguity, or rejected because there is no consensus to warrant its removal?

So what happens is that careful reviewers choose to skip, and three reviewers with heavy bias towards approving approves it. That leaves me wondering what the right choice is.
