@AndrewL. Well first off typos are off-topic on SO, so you're basically asking if answering off-topic questions is okay. Now there are some that say that if you answer a question you don't need to care about if the questions is on topic or not if you just want to answer it. (Personally I can't agree with that very much. If it is a new user then I write a comment about the question being off-topic and that he probably shouldn't answer it and instead it should be closed...
... Normal users I think should know better and should close it instead of answering it). As a reference you can see: meta.stackexchange.com/q/133552 which also says that it encourages bad behaviour.
 
Thanks @Rizier123 that's what I usually reference when I comment on typo answers saying "Please don't answer off-topic questions, they aren't suitable for the site and encourage off topic behavior". The thing is a user I apparently have 'bad blood' with keeps on accusing me of downvoting.
I do downvote sometimes due to the reason I described; it's a typo and I usually address the typo in a comment
I'm just not sure how to handle a user accusing me of downvoting due to answering something off-topic. I don't want to escalate the situation
 
Well you can tell him that voting is anonymous and there is no way that someone can tell who voted on which post. Another thing is that if you already wrote the comment about not answering off-topic questions already multiple times you can just stop posting them and that might take a bit of "heat away".

Well, high rep users there's nothing that you can do. There is no amount of harassing or downvoting that will stop them. They want to answer the questions and just don't care what you think. There is nothing written that explicitly forbids users from answering such questions. As such, they technically are not doing anything wrong. Just downvote content that you feel is not useful and move on.

Concern Slack: anything you are trying to do with a batch, publish that list on, say, github. For instance Sotirios will have a list of questions to review up there. And he posts a msg in a room saying "hey check out my delete candidates at (url)". ... I put mine on google in the beehive link seen in the upper right corner of the Campaigns room. So it should be public and obvious. It should be available for anyone to review, like mods or Joe Public. No backroom secret stuff.
