I think every tag is a bit lost some more than others.
 
There are, like, 2 maybe 3 people moderating there. With 1k questions per day and goldies on an answering spree, not much one can do.
Add to that the other hundreds of users that upvote anything.

Well, I sometimes answer questions, and it's quite badly there too. There aren't enough people with close vote privilege to close questions quickly enough.

Oh but that's not the problem of Java. There are a lot people with 50 hammers. But they don't use them.
 
Hammers are only for dupes, there are also many questions which should be closed for other reasons.
