@DavidS That question is really unclear. They're saying what the output is supposed to be, but giving no indication as to what is wrong with their current code. Also, it's far from being a MCVE.

@PetterFriberg I think they didn't know what they were talking about when they said it was in hexadecimal -- they were probably trying to say it's raw binary data and not BCD or anything.
If it is raw binary, then I'm pretty sure your code is correct.

But why would they use BCD; it says the unit is in cents anyway?

0x49 is 73 in decimal, so it would most likely be encoded as either 0x73 or 0x07 0x03
Or it could just be ASCII: 0x47 0x43
