Think about the flags as if there was no LQPRQ and all flags were seen by mods (because many are)

@Sam we have plenty of questions on SO asking for "what part of the spec is this behavior defined" in regards to css questions for some of the more mysterious behaviors. i think asking for the time is no different than asking for anything else that could be found in the docs
