@TinyGiant Maybe something we discussed with someone about a couple days ago: NAA should be used for what would not be identifiable as an answer under any circumstance (only a link, garbage content, ...). It is not "Not an answer to this question" but "Not at answer to any question, ever". I remember it helped me visualize things better.
What was relevant to that was the fact that, IIRC, moderators do not actually see the question on which this flag was raised.
So if one answers something blatantly stupid or not related in any way to the question but it still looks like a StackOverflow answer, it's not NAA.
